"Sampling is intended to provide certification that a group of new homes meets a particular threshold such as ENERGY STAR, energy code compliance, or qualification for an energy efficiency lending program."

Every home within a given sample set shall be assigned the HERS Index Score as determined by the worst-case analysis and threshold specification for the floor plan for that home

Sample Set of Homes

Sampling controls may be applied to any sample set of homes within the same subdivision, community or metropolitan area and climate zone:


  • Each sample set is made up of homes at the same stage of construction (e.g. pre-drywall, final);
  • For each stage of construction, each sample set will be composed of homes eligible for the applicable sampling controls within a 30 calendar day period.

Inspections

Energy Program Checklists

Depending on the energy program being used, we will follow a checklist to inspect certain items for compliance. 


This is an example from the Energy Star Field Checklist.

New Communities - First 3

  • The first 3 homes in a new community are tested for all items on the checklist at each phase of inspection
    • If all items pass, then sampling can begin
    • If any items fail, then each home will continue to be tested until there are 3 consecutive passes

Sampling Process

Once first 3 has been completed, sampling can begin.


Homes are put into sample sets (see above) based on start date. The max number of homes in a batch is 7.


Sampling is at a rate of 1 home tested out of 7 homes.


Each item on the field checklist is inspected based on phases of inspection. 

  • If all items pass at that home, the rest of the homes in that batch do not need to be tested (Test Not Needed - TNN)
  • If one item fails, supplemental inspections are conducted at 2 more homes within that batch. If those pass, sampling can continue.
  • If either of the supplemental inspections fail, the remaining homes within that batch must be tested.
  • If that item continues to fail, sampling will stop and all homes will be tested at 100% until a minimum of 7 homes consecutively pass.
